Northeastern and Midwestern states have industries traditionally associated with union representation. Southern states generally had lower union membership rates due to right-to-work laws and a historical resistance to unionization. Union membership rates in each 5 year increment tested showed a decline compared to previous years. States in the Middle Atlantic and Pacific divisions had union membership rates above the national average. States in the East South Central and West South Central divisions had rates below the national average. Reflects broader shifts away from manufacturing. 92
